Position Overview:
As a Senior Consultant – MEL, you will play a strategic role in managing and growing Athena’s Monitoring, Evaluation, and Learning (MEL) portfolio. You will report to the Practice Head and work closely with the MEL Director to drive program delivery, oversee quality, and lead new business development.
Key Responsibilities:

Lead the design and delivery of MEL programs, frameworks, and evaluations

Oversee ongoing projects ensuring high-quality outputs and timely delivery

Lead proposal development (technical and commercial) for donor-funded bids (FCDO, USAID, World Bank, etc.)

Manage and mentor a team of associate consultants and analysts
-
Develop and maintain project budgets, work plans, and reporting schedules
-
Implement MEL best practices across program life cycles

Contribute to organization development, thought leadership, and training initiatives
-
Facilitate cross-team collaboration, knowledge sharing, and learning
-
Align deliverables with client expectations and ensure strong stakeholder relationships
Qualifications & Competencies:
Education:
-
Master’s degree in Economics, Statistics, International Development, Political Science, Sociology, or a related field
Experience:
-
5+ years of proven experience in MEL, research, and learning synthesis
-
Demonstrated experience in mixed-method evaluation design and data tool development
-
Familiarity with donor-funded projects (e.g., DFID, USAID, World Bank, EU) and experience in LMIC settings
-
Experience in project management and leading diverse, multi-cultural teams

Hands-on expertise in two or more MEL methodologies:

Most Significant Change

Familiarity with SPSS, STATA, R, NVivo, or MAXQDA

Strong understanding of adaptive learning and implementation science (preferred)
Skills:

Excellent oral and written communication

Strong analytical and logical thinking skills

Ability to manage multiple priorities and timelines

Prior experience in report writing, presentations, and academic publishing is a plus
